NOTE: The Employee Development Matrix was updated in early 2011 to reflect the current, operational training needs of individuals working in the public transportation field, specifically the roadway agencies responsible for building and maintaining roads at the state and local governmental levels. This matrix is to be utilized in tandem with the other matrices developed by the Transportation Curriculum Coordination Council (TC3): Construction, Maintenance, Materials, and Safety and Workzones.

The Employee Development Matrix should be utilized as a benchmarking tool when assessing employee knowledge, skills and abilities for the listed levels and should be customized by each state or local agency based upon each agency’s specific needs.
